Race to the Top, How are we achieving this?

While the thoughts, ideas and planning are on the best objective way, I still wondering how the goal of raising to the top will be achieved? Back on March, 2010 it was reported in Bloomberg News Businessweek Obama plan to raise education standards, that President Barack Obama wants to send high school students already prepared, with all the tools to succeed in college and their chosen careers.  I definitely go for the idea, children in many countries even as close as the north tip of South America are sending their high school graduates to college with a knowledge of second year of university education.  We should also be in that position, if not better, with our own education to make out of the U.S. a better country.

On the contrary, the most recent information in KUT News kutnews Round Rock ISD hiring-freeze, shows how central Texas and as a matter of fact most of the school districts in the country, are in the position to find ways to maintain their budget.  The interesting part is that to succeed balancing the sheet, schools are required to make severe cuts.  So as I formulated my question above, how are we doing this?  The closest place? Education.  Now Austin Independent School District is forced to cut over 1000 positions from their school system.  This of course is spreading rapidly in the surrounding areas and is to be determined the final outcome.  Let’s keep hoping for the best.
